Hi Emma and Angus,
I apologise for the "joint" reply, however, I think it also answers Angus
Ogilvie-Smith's letter of September this year, as well as advises Emma of my
concerns about highway safety etc.
I have now had two morning meetings on site to assess the A420 junction
which provides access to and from Pinewoods Road. The meetings took place
during the morning peak hour. The junction with the A420 does not have an
acceleration lane, and the general layout of the "staggered junction"
appears to me to have some limitations.
I will need to carry out some further studies and surveys of the operation
of the junction, and particularly vehicle speed tests, because from my site
inspections, vehicle speeds appear to be very high. I will therefore
accurately record the vehicle speeds, and will then calculate the 85%ile
speed (i.e. the speed at which 15% of the traffic travels at, or above).
It is my considered opinion, that the introduction of slow moving HGV's at
this junction would be potentially dangerous, and detrimental to the safety,
convenience and free flow of users of this busy, high speed section of road.
I will keep you informed of my further survey work and studies, however, if
